Šiauliai City Culture Center not only unites city art collectives and performers but jointly with Šiauliai Municipality Culture Department forms cultural life in the city. 18 art collectives function under the Culture Center. The total number of dancers, actors, and musicians is 746. Various amateur companies take active part in festivals held in Šiauliai city and Šiauliai region. They also make Lithuania and Šauliai famous on concert tours abroad. Ethnic Culture Center functions under the Culture Center. It organizes calendar festivals, evenings and concerts to ethnic minorities and ethnic groups.
City Culture Center has two branches. One of them provides service to Rėkyva place. The Blind and Weak-eyed Culture House mainly organizes people with eyesight weakness for cultural activities. 4 collectives of art lovers with 61 members work under the Culture Center. 35 concerts were arranged in several towns of the country and abroad last year.
Šiauliai citizens love traditional events such as New Year festival at Prisikėlimas square, children art lovers festival Children of the Sun, song festivals at park summer stage, Šiauliai City Days.
