It was found in October in 1950. It was moved to a new premise in Aušros Avenue in 1978. The library was named after P. Višinskis in 1989. Since 1996 it has functioned as World Bank depository library. European Union Information center was found in 2000. Ex-libris museum was found in 2001. The library serves as the center for all public libraries in the country in informational, methodical, and interlibrary work. There are over 700,000 items of documents in Lithuanian, English, Polish, Russian, German, and other languages in the funds. The Republic printing obligatory copy has been received since 1990.
17,000 readers use the services of the library that pay around 200,000 visits a year. 800 people at average come to 4 lending departments and 6 reading rooms per day. 185 seats (17 of which are computerized) are established in the reading room. A library card is processed after presenting a personal document. The card is valid in all libraries which instill LILIS RSD (Lithuanian Integral Library Information System Readers Service Department), e. g. Lithuanian National M. Mažvydas Library, Kaunas Region Public Library, Šiauliai Region P. Višinskis Library, Utena Public Antanas and Motiejus Miškiniai Library.
